These regulations determine allowable and forbidden management aspects in the specific area as well as, if it is needful, it’s dividing into the functional areas. Why are these regulations of individual protection and use necessary? In the time when the individual regulations are not defined, the commonly rules which concern to all Latvian natural reserves are valid. In accordance with the information of Environmental Protection Agency, regulations of individual protection and use are certificated for 31 specially protected natural area in Latvia. On the 16th January 2007 the secretary of Environment has certificated regulations of individual protection and use for nature reserve ‘’Lake Burtnieks Meadows’’ which lies in the North Vidzeme biosphere reserve. Of beginning of year 2006 the project has been prepared within the framework of accepted management plan for this Natura 2000 site and masterminded by Liene Salmina from the Latvia Fund for Nature. This is the first from these 15 areas of Natura 2000 where the LIFE-Nature project “Restoration of floodplains” happens. This area has its own individual rules as it is mentioned in the nature management plan. The disparities are – there are two functional zones in this nature reserve: nature park area and nature reserve area. The allowed and forbidden actions are particularize more precise in the every of functional zone and it is pointed which actions can be done only with permission of administration of North Vidzeme biosphere reserve. The management plan for specially protected area “Lake Burtnieks Meadows” was developed for 10 years in 2006 and it was approved by the Minister for Environment. The objective of the Nature management plan is to coordinate the interests of nature protection, use of natural resources, regional development and other, at the same time ensuring the maintaining of the value of the region. The Nature management plan states the nature protection and other essential activities, as well as the division of the territory into zones according to the protection and management requirements.
