Elaborated Regulations project proposes establishment of three functional zones in the area. Neutral regime zone is established in populated places and historical accommodation to ensure conservation of characteristic landscape and sustainable economical usage of the area and development, but regulated regime zone is established to conserve natural forest habitats and nesting habitats for particularly protected bird species. Nature reserve zone is established to conserve particularly protected meadow etc. habitats as well as particularly protected species – Corncrake (Crex crex), Great snipe ((Gallinago media), Spotted crake (Porzana porzana) habitats, Lesser Spotted Eagle (Aquila pomarina) feeding grounds as well as particularly protected plants habitats. Nature reserve “Mugurve meadows” was established on 8 April 2004 with Cabinet Regulations No. 266 “Amendments to Cabinet Regulations of 15 June 1999 No. 212 “Regulations of nature reserves””. It is Natura 2000 area. Regulations of individual protection and use of nature reserve “Mugurve meadows” were worked out during LIFe-Nature project "Restoration of floodplains", implemented by Latvian Fund for Nature.
